A nicely detailed white plastic lady on a black heart background surrounded by clear rhinestones channel set in gold tone.  The stones are a good size and in wonderful clear condition.  This same plastic cameo woman has been seen on other pieces dating to the early 1950's.  The bail and chain are a replacement.  An estate piece circa 1940s, this pendant would make a sweet and sentimental Valentine gift.  The heart measures 3/4" wide by 7/8" long.
